The cost of the repair, replacement or alteration by the Village may be paid in cash by the owners of the abutting property, and if not so paid within thirty days after written notice from the Village to do so, the same shall be assessed upon the abutting lots and lands, shall become a lien thereon and shall be collected in the manner provided by law for assessments, plus the legal rate of interest on all unpaid installments of such assessments. The costs herein may also include, without limit, construction, engineering, inspection, legal services, interest and all other necessary expenses in connection therewith.
