All sidewalks which are defective or in need of repair, replacement or attention may be replaced, altered or repaired by the Village upon service to the owners of abutting property of a written notice from the Chief Building Officer to eliminate such defect or make such repairs. Such notice shall contain, at the minimum, the following information:
(a) The date by which the repairs are to be completed by the owner;
(b) A statement that the owner has the option of timely performance of the repairs by a contractor of his choice, or to have the Village make the repairs and bill the owner in accordance with this section;
(c) A statement that if the owner elects to make the repairs himself and fails to do so in a timely manner, the Village will proceed forthwith to make the repairs itself, with no further notice, and to bill the owner in accordance with this section.
