(a) Approval. If the CBO is satisfied that the work described in an application for a permit and the plans and specifications filed therewith conform to and comply with the requirements of architectural review, this Building Code, the Zoning Code and other pertinent laws and ordinances, and that applicable real estate tax payments and/or special assessment payments are current on the real estate for which application for permit is made, and upon payment of the required fee, the Commissioner shall issue or authorize the issuance of a permit.
(b) Disapproval. If the application for a permit and the plans and specifications filed therewith describe work which does not conform to the requirements of this Building Code or other pertinent laws or ordinances, or does not contain sufficient information, or real estate tax payments and/or special assessment payments are unpaid and not current, the CBO shall not issue a permit but shall return the plans and specifications to the applicant with his written refusal to issue such permit, specifying the reasons for rejection.
