Permits shall not be required for minor interior repairs where there is no interference with the construction of the building, for repairs or partitioning off in buildings which do not involve any change in their supporting walls, members or structural parts, or in their stairways, elevators, fire escapes or other means of communication, ingress or egress, light or ventilation or classification, where the cost of such repair or change is five hundred dollars ($500.00) or less.
