115.12 NEGOTIATED CONTRACTS: NOTICE REQUIRED IN ADVERTISEMENT FOR BIDS.
   With regard to each contract involving the expenditure of $5,000.00 or more, the contractor shall submit to the Village all applicable employment certification number(s), or statement(s) or deemed compliance. Where invitations for bids are advertised, the following notice shall be included in the advertisement: "Each bidder shall submit, with its bid, an employment certification number of statement of deemed compliance or a completed application for certification. Minority business enterprises, female business enterprises and joint ventures bidding on contracts shall additionally include an MBE, FBE or joint venture certification number, as applicable, or a completed application therefor. At the time of submitting its bid, the bidder shall also provide the Director with all the necessary certification numbers of completed applications for certification of those subcontractors, materialmen, or suppliers whose participation in the contract will contribute to achievement of the Village's goals for utilizing MBEs and FBEs in its contracts. Compliance with the provisions of the Business Enterprise Code is required for acceptable performance of the contract. Failure to comply with the Business Enterprise Code may result in cancellation of the contract.
