Each member of the Architectural Review Board shall preferably be a registered architect duly registered and authorized to practice in the State of Ohio, and shall have been actively engaged in such practice for a period of not less than five years prior to his or her appointment to the Board, and shall be a resident of this Municipality. Council, by a majority vote thereof, may waive the requirement that a member be a resident of this Municipality or a registered architect for the term of such member's appointment.
