Whenever any person fails, neglects or refuses to comply with any order of the Chief Building Official, under the provisions of Sections 1306.23 or 1306.24, or whenever any building or other structure is used or occupied so as to be in violation of or not in conformity with any provision of the Building Code, the Chief Building Official may in his discretion institute and maintain in any court or forum of competent jurisdiction an appropriate action at law or in equity to restrain the execution in violation of the Building Code, to prevent the occupation or use of such building or other structure and to prevent or terminate any violation of the Building Code.
