Any certification made by the Mayor or the Director of Finance pursuant to the provisions of this chapter shall be final and conclusive and shall not be subject to challenge except in the presence of fraud. Any such certification required to be filed by this chapter with the Finance Director, shall be so filed prior to execution of any contract or purchase order or making any award contemplated by this chapter.
