The Mayor is authorized to purchase or contract for all supplies and contractual services needed by the Village or any of its departments, divisions or agencies and to sell property not needed for Municipal purposes.
In exercising his authority the Mayor shall:
(a) Act to procure for the Village supplies and contractual services at least expense to the Village consistent with delivery and quality requirements.
(b) Encourage competition and endeavor to obtain as full and open competition as possible on all purchases.
(c) Following the approval by Council of procurement policies and procedures, the Mayor or Finance Director shall cause to be published a Purchasing Manual detailing such procurement policies and procedures of the Village.
(d) Be authorized to refuse to consider any bid from any person, firm or corporation that is in arrear or in default to the Village upon a debt or contract or that is in default as a surety or otherwise, upon any obligation of the Village, or has failed to perform faithfully any previous contract with the Village.
(e) Issue no purchase order or contract until the Finance Director has certified that there is to the credit of the using agencies concerned a sufficient unencumbered appropriation balance, in excess of all unpaid obligations, to defray the amount of such purchase order or contract.
(f) Have the authority to join with other units of government in cooperative purchasing plans when the best interests of the Village would be served thereby.
(g) Purchase and contract in accordance with the annual appropriation budge as approved by Council.
(h) Have the authority to sell Village personal property which has become unsuitable for public use and is not needed for Municipal purposes.
