For the purpose of this chapter, the following terms, phrases and words shall have the meaning given herein. The word "shall" is always mandatory and not merely directory.
(a) "Village" means the Village of Highland Hills, Ohio.
(b) "Contractual services" mean and include all telephone, gas, water, electric light and power service; towel and cleaning service; insurance; leases for all grounds, buildings, office or other space required; and the rental, repair or maintenance of equipment and machinery. "Contractual services" shall not include professional and other contractual services which are in their nature unique and not subject to competition.
(c) "Supplies" mean and include all supplies, materials and equipment.
(d) "Personal property" means any property that is movable and not attached to the land.
(e) "Appropriate" means and includes all funds and subdivisions thereof appropriated by Council by Ordinance according to law.
(f) "Department Head" means the Mayor, Clerk of Council, Law Director, Finance Director, Service Director, Building Chief, Police Chief, Fire Chief and Chief of the Senior Citizens Department.
