After Council has determined by ordinance that it is necessary or desirable to lease land owned by the Village, the Mayor, as purchasing agent, shall proceed with the leasing of such real estate in accordance with the procedure established by this chapter. It shall not be necessary for Council to determine that such property is not needed for public use or that it has become unsuitable for public use or that it has been condemned as useless. It shall not be necessary to advertise for the leasing of any public property nor shall it be necessary to sell such property at public auction.
