At the time and place specified in the notice, the Mayor shall hold a public auction of the real property and may, as directed by Council, either award the sale of such property to the highest bidder at such auction complying with the conditions referred to in the notice or report such highest bid and most reasonable bid to Council for acceptance or rejection by it.
