Following adoption of an ordinance pursuant to Section 109.01 making one of the findings therein provided, and that such property has a value in excess of one thousand dollars, ($1,000), the Mayor shall cause a notice to be published in a newspaper printed and of general circulation in the Municipality on the same day of each week for two consecutive weeks. Such notice shall contain a description of the real property which the Municipality desires to sell and shall state the time and place which shall not be earlier that the third day following the second publication of the notice, at which such property shall be sold by the Mayor at public auction. Such notice shall either contain the conditions under which such real property shall be sold or shall refer to the location at which such conditions are available for public inspection, or a combination of both.
