Any person required to make an excavation or other opening in any street, public highway or other public place in the Municipality to restore a service connection, such as water, gas, light, telephone or sewer, shall report, to the Building Department on the next business day during normal work hours, the location and reason for the excavation. Permit fees and deposits shall be waived for the repair of an established service. Replacement is not considered a repair.
