All rubbish accumulated by residential householders in the Village shall be collected and disposed by the Director, who shall have authority to designate the days of collection. The Director and Mayor are hereby authorized and directed to make and enter into a contract, if necessary, with any qualified, independent rubbish collection company, for the purpose of collecting residential householder rubbish. The Director and Mayor are also authorized to employ personnel, to purchase all necessary equipment, and provide the service of rubbish collection for all residential households. The Director is authorized to make such rules and regulations, prescribe such standards and fix such rates and fees if necessary, for collection of rubbish and/or sale of recyclable rubbish, as are necessary or convenient, only if authorized by council, including the division of the Village into collection districts.
