917.01 DEFINITIONS.
   As used in this chapter, the following definitions shall apply.
   (a)   "Garbage" means all putrescible waste except sewage and body waste including vegetable and animal offal and carcasses of small dead animals, but excluding recognizable industrial by-products, and including all substances from all public and private establishments and from all residences.
   (b)   "Rubbish" means ashes, bottles, broken glass, crockery, tin cans, cast iron, printed matter, paper, boots, shoes, hats and other clothing. Rubbish does not include any material in the nature of earth, sand, brick, stone, plaster, ashes, or other substances that may accumulate as the result of building operations.
   (c)   "Director" means the Service Director of the Village of Highland Hills, Ohio.

   (d)   "Householder" means the head of a family or one maintaining his or her separate living room and quarters on a premises and includes owners, tenants and occupants of all residential premises upon which garbage or rubbish is created. Commercial establishments are excluded.
   Commercial apartment buildings are excluded.

   (e)   "Premises" means land or buildings, or both, or part of either, occupied by one household.
   (f)   "Garbage collector" means the Village of Highland Hills, and each of its duly authorized agents and/or employees connected with the collection and disposal of garbage or rubbish, or both.
   (g)   "Collecting agent" means each employee of the Village of Highland Hills, Ohio, charged with the duty of collecting or receiving fees or both, for collecting and disposing of garbage or rubbish, by the Village.
