No person, partnership or corporation shall perform landscaping services within the Village as an independent contractor for hire, without first registering and obtaining a permit from the Building Department. This requirement shall not apply to students under the age of twenty-one. Permit holders are referred to as landscapers. Landscape services shall mean and include trimming, cutting, planting, or removing any plant matter, except garbage, including trees, branches, stumps, brush, weeds, leaves, grass, shrubbery and yards.
