731.09 PLAYING OF RADIOS, BOOM BOXES OR OTHER SOUND DEVICES IN MOTOR VEHICLES PROHIBITED.   
   (a)   No person shall play any radio, music player or an audio system in a motor vehicle at such volume as to disturb the quiet, comfort or repose of other persons or at a volume which is plainly audible to persons other than the occupants of such vehicle.
   (b)   In addition to the penalty as set forth in Section 731.99, the following additional penalty applies.
(1)   First offense:
a mandatory fine of two hundred dollars ($200.00);
(2)   Second offense:
a mandatory fine of four hundred dollars ($400.00);
(3)   Third offense and thereafter
a mandatory fine of six hundred dollars ($600.00)
      
   (c)   Upon conviction for a violation of this section, the sound device used during the commission of the offense shall be subject to seizure and payment of a judgment.
