731.03 REGULATIONS GOVERNING SOUND AMPLIFYING DEVICES.
   (a)   No sound amplifying device shall operate with a power output in excess of twenty (20) watts, nor with maximum distortion of sound and volume in excess of two percent (2%) at full volume nor shall any sound be audible to the average citizen located within 100 feet of such device.
   (b)   No sound amplifying device shall be operated between the hours of 8:00 p.m. and 10:00 a.m., or at any time within five hundred (500) feet of any school, church or hospital.
   (c)   No sound amplifying device shall be operated on a Sunday, provided that any such device may be operated in substitution for a band as part of a parade, held after 1:00 p.m. on Sunday under the auspices of any organization authorized to hold such a parade, if the permit issued pursuant to Section 731.02 so indicates.
   (d)   No sound amplifying device shall be operated within the area bounded on the west, on the north, on the east; and on the south, except when the Police Chief determines that operation of the sound amplifying device will not unduly disrupt the conducting of businesses in the area. No sound amplifying device mounted on a vehicle shall operate within any of the residential areas, except when the Police Chief determines that operation of the sound amplifying device will not unduly disrupt the district or districts in which the permit applicant intends to operate said device. In either of such cases, the determination of the Police Chief shall be noted on the permit issued pursuant to division (c) of Section 731.02.
   (e)   No sound amplifying device shall be operated unless the license and permit required by Section 731.02 are conspicuously displayed.
   (f)   The provisions of this section do not apply to sound amplifying devices mounted on emergency vehicles owned and controlled by the Departments of Police, Fire or Emergency Medical Services or to private ambulances or neighboring community emergency vehicles responding to emergency calls in the Village.
