An identification card, with a photograph attached as provided for in Section 709.11, shall be carried by each armed security guard at all times in order to identify him or her to the Highland Hills Police Department and to show that he or she has been qualified to the satisfaction of the Mayor. Each such guard shall, on the demand of the Village policeman, exhibit his or her commission for inspection.
