Upon the approval of the Mayor, the Chief of Police shall issue a license for a private security service to a person who files an application pursuant to and meets the requirements of, this chapter.
The Mayor shall issue an armed security guard commission to an individual who files an application pursuant to, and meets the requirements of, this chapter.
An applicant denied a license or commission under this chapter shall have the right to appeal from such denial to the Board of Zoning Appeals.
