No armed security guard or business of private security services shall use or wear a name tag, distinctive uniform, cap, badge or button until the form design and color thereof have first been submitted to and approved by the Mayor and a record sufficient to identify the users thereof has been made by the Mayor. Such uniform or part thereof shall not resemble the uniform of the Highland Hills Police Department.
