(a) The Chief of Police, upon the approval of the Mayor, is hereby authorized to license a private security service after the criminal and character record of the applicant for such license has been approved by the Mayor and has complied with all applicable provisions of this chapter.
(b) The Mayor is hereby authorized to commission armed security guards who have complied with all applicable provisions of this chapter.
