§ 131.02 FINDING AND INTENT.

   The City Council finds and declares that the purposes of this chapter are:

   (A)   To protect the public health and welfare by prohibiting smoking in public places and places of employment;

   (B)   To guarantee the right of all residents and visitors to breathe smoke-free air; and

   (C)   To recognize that the need to breathe smoke-free air shall have priority over the desire to smoke.
