1315.04 SPECIFICATIONS FOR TYPE AND PLACEMENT OF NUMBERS.
   (a)   Appearance. All numbers contained in an address shall be displayed using the applicable Arabic numerals (0 through 9) and American English alphabet letters (A through Z). Numbers may not be spelled out as words. Such numerals and letters shall be at least four inches in height and shall be of a color contrasting with the color of the background material to which they are affixed. All numerals and letters must be made of substantial and permanent material and be placed or affixed as not to be easily affected or removed.
   (b)   Location. Numerals and letters shall be positioned in a conspicuous place on the front of each building not less than four feet nor more than twelve feet from the surface of the ground directly below them. The numerals and letters shall be displayed in such a manner that they are legible and visible from the street pavement in front of the building. If a building sets back more than fifty feet from the near edge of the street in front of the building or if any numerals or letters are affixed to the building in accordance with this chapter are not legible from the street because of an obstruction or otherwise, then the required numerals and letters shall be affixed to a post, fence, mailbox or other appropriate place which make said numerals and letters visible from the edge of the street pavement and when approaching can be seen in either direction. "Front" shall mean the side of the building which faces the street on which the number has been assigned.
