All buildings located within the Village that have been assigned a street identification number (which may also include letters) shall have the numbers for said building placed upon the outside of said building and maintained as further provided in this chapter. It shall be the responsibility of the owners of all buildings located in the Village that have been assigned numbers to place the assigned numbers and to maintain them as hereinafter provided. This requirement shall be retroactive and apply to all buildings in the Village. The Village Administrator shall have the authority to determine that this requirement is not necessary for certain buildings because the assignment of an identification number would serve no practical purpose. For purposes of this chapter, the term building shall include without limitation all dwellings, houses, multiple family dwellings, rooming houses, hotels, office buildings, commercial and retail establishments.
