(a) The regulations set forth in this Chapter and in Chapter 921 shall be considered a part of the contract with every person, company, corporation or other entity that is supplied with water through the water works system of the Village, or served by the Village sewer system, and every person, company, corporation or other entity using and accepting water through such water works system or served by said sewer system, shall be considered to express his, her, its or their consent to be governed by said regulations.
(b) The Village reserves the right to change, alter or amend the provisions of this Chapter or Chapter 921 at any time but any of said alterations shall not affect any service with consumers for the current month.
(c) Any person, company, corporation or other entity that presently receives water service or sewer service at property that is located outside of the corporate limits of the Village shall, upon request by the Village, take any and all steps necessary to annex the property in to the Village, including signing an annexation petition prepared by the Village. If a property receiving water service or sewer service is not contiguous to the then current boundaries of the Village or is not otherwise legally eligible for annexation, the owner, upon request by the Village, shall enter into an agreement with the Village to take any and all steps necessary to annex the property in to the Village, including the signing of a petition for annexation, when the property is legally eligible to be annexed in to the Village. Failure to comply with the policies set forth in this subsection shall result in the water service to said property being terminated 60 days from the delivery of written notice requesting the person, company, corporation or other entity to take the actions set forth in this subsection.
(d) If the lands to which water services or sewer service are to be extended, service lines are to be enlarged, or additional services are to be extended are outside the corporate limits of the Village, the owner shall annex said lands into the Village prior to any extensions, enlargements or additional services being extended to said owner. In the event that the lands are not contiguous to the then current boundaries of the Village or are otherwise not legally eligible for annexation, the owner shall enter into an agreement with the Village to take any and all steps necessary to annex the property in to the Village, including the signing of a petition for annexation, when the property is legally eligible to be annexed in to the Village prior to any extensions, enlargement, or additional services being extended to said owner.
