(a) When the Village Zoning Inspector or other responsible Village official causes weeds, grass, and other rank vegetation to be cut or trees or shrubs to be trimmed and the land cleaned of debris, as provided in Section 905.06, a statement of cost thereof shall be mailed to the owner of said lands of such land by certified mail, return receipt requested. Such statement of cost shall include the following costs to the Municipality:
(1) Administration and supervision.
(2) Transportation of equipment.
(3) Equipment rental.
(4) Equipment operator.
(5) Incidental labor.
(b) The fee to be charged by the Village for labor for all actions taken pursuant to 905.06 shall be at a rate of two hundred dollars ($200.00) per hour billed in hourly increments so that any portion of an hour is billed for an entire hour of work.
