(a) Upon written information that noxious weeds, untrimmed grass and/or rank vegetation growing on lands within the Village has reached eight inches of height, or noxious weeds are about to spread or mature seeds, the Village Zoning Inspector shall cause a written notice to be served upon the owner, lessee, agent or tenant having charge of such lands, notifying him or her that such weeds, grass or rank vegetation must be cut and/or destroyed within three calendar days after service of such notice.
(b) Notice shall be served in person by the Village Zoning Inspector, or his or her designee, upon the owner, lessee, agent or tenant having charge of said lands or by notice provided on a placard conspicuously posted on the property which shall contain the following information:
The address of the property, the date of the notice, the address and telephone number of the Village Zoning Inspector and a warning that if the public nuisance is not removed within three calendar days after posting, the Village may issue a citation or the Village will abate the nuisance and seek recovery of the actual cost involved in the removal of the nuisance through billing and collection procedures or seek recovery pursuant to Section 905.06. Additionally, each placard shall contain a statement that it is unlawful for any person to destroy, deface, remove or alter any notice placard placed hereunder, except by permission of the Village Zoning Inspector.
