1305.09 REGISTRATION OF BUILDERS; ELECTRICIANS AND PLUMBERS.
   (a)   No person, firm or corporation shall act or engage in the business of building, construction, repair or removal, alteration or demolition for others within the Village unless they have registered as such a builder. However, the owner of a building may carry on any of the work governed by these sections without a certificate of registration, provided that these owners obtain a permit for any such work and shall call for inspection as provided in this chapter.
   (b)   No person, firm or corporation shall engage in the business of installing, maintaining, altering or repairing for others within the Village any electrical wiring, device, appliance or equipment unless such person, firm or corporation has registered as an electrical contractor. Any person employed by working under the direction of a holder of an electrical contractor's, registration as a helper is exempted from this requirement.
   (c)   No person, firm or corporation shall engage in the business of installing, maintaining, altering or repairing for others within the Village any plumbing or heating or air conditioning apparatuses governed by this chapter unless such person, firm or corporation has registered as a plumbing, heating or air conditioning contractor. Any person employed by and working under the direction of a holder of a registration certificate as a helper is exempted. No certificate will be required for the owner of a building who does any work within his own building.
