No permits shall be issued for the construction of any building or structure, or for the remodeling or repairing of any bearing walls, roofs other than resurfacing or chimneys, or for removing a building onto premises in the Village, unless the application is accompanied by a plan or sketch of the proposed location showing lot boundaries, and by plans and specifications showing the work to be done.
