Within twenty days after the public hearing required by Section 1157.10, Council shall either adopt or deny the recommendation of the Planning Commission or adopt some modification thereof. In the event Council denies or modifies the recommendation of the Commission it must do so by a majority of not less than three-fourths of the membership of Council.
