There shall be limited access to most public highways from a parcel created by subdivision. Hereafter there shall be a limit to the access points to federal, State and County highways, and certain other streets designated on the Municipal Thoroughfare Plan. The conditions shall be:
(a) The access interval shall be a minimum of 300 feet centerline to centerline. (b) Access points shall not be nearer than 150 feet to intersections of the above described roads.
(c) No original parcel as of January 1, 1979 shall be denied access.
