(a) All restaurant or commercial businesses, including multiple dwellings of four or more units and mobile home courts of four or more dwellings are not included under this chapter and may contract with commercial contractors for the removal of their refuse, garbage and recycling.
(b) Only persons, firms or corporations contracted by the Village to collect garbage, refuse and/or recycling in the Village shall collect garbage, refuse or recycling within the corporate limits of the Village and no other person, firm or corporation shall transport for any person, firm or corporation, other than themselves, any garbage, refuse or items defined in Section 951.01(b), (c) and (i) upon the streets or ways within the corporate limits of the Village.
(c) The sole exceptions to these subsections shall be the collection and transportation of garbage, refuse and recycling from commercial establishments as defined in subsection (a) and the removal of heavy refuse or bulky refuse.
