The owner or occupant of each residence within the Village shall pay for refuse, garbage and recycling collection as follows:
(a) Each residence or each unit of a multi-family dwelling shall pay charges for collection as follows:
(1) Effective January 1, 2020; sixteen dollars ($16.00) per unit for each thirty-day period or any part thereof.
(2) Effective January 1, 2021; seventeen dollars ($17.00) per unit for each thirty-day period or any part thereof.
(3) Effective January 1, 2022; eighteen dollars ($18.00) per unit for each thirty-day period or any part thereof.
(4) Effective January 1, 2023; nineteen dollars ($19.00) per unit for each thirty-day period or any part thereof.
(5) Effective January 1, 2024; twenty dollars ($20.00) per unit for each thirty-day period or any part thereof.
(b) Any residence not occupied for a period of thirty consecutive days, commencing with the first day of any month, shall not be billed for that period of time, provided a timely request form is submitted to the Village Administrator or his/her authorized representative.
(c) No large appliances such as clothes washer, dryers, dishwashers, furnaces or other similar large household appliances shall be removed during trash pick-up.
(d) Any persons thirty days or more delinquent on their refuse billing will not be serviced by refuse collection.
(e) A collection fee up to forty percent of the balance to be assessed to unpaid bills which have been turned over to a collection agency is hereby established.
