(a) The service provided herein shall consist of garbage, refuse and recycling pickup by a contractor retained by the Village on at least one day per week. The Village Administrator, in conjunction with the contractor, shall designate the day. In the event a national or public holiday falls on the normal date, the Village Administrator or his authorized representative, in conjunction with the contractor, shall designate the next following day as pickup day. In the event of storms, snow conditions or other natural phenomenon rendering garbage pickup impossible or impractical on the scheduled date, the Administrator, in conjunction with the contractor, shall designate the next feasible date as the pickup date and shall cause notice of the same to be given throughout the Village.
(b) Each residence shall be entitled to have two items of bulky refuse picked up each month by the contractor on the pickup day scheduled for bulky refuse pick up for that residence by the Village Administrator in conjunction with the contractor.
