The Village Administrator and the Water and Sewer Committee of Council are hereby authorized to make rules and regulations which may be necessary to govern conditions which may arise and to carry out the intentions of this chapter, including the power to set fees for all services associated with the water distribution system, unless the topic is explicitly covered by this chapter or by an ordinance hereinafter passed.
