The Village Administrator and the Water and Sewer Committee of Council are hereby authorized to make rules and regulations which may be necessary to govern unusual conditions which may arise and to carry out the intentions of this chapter, including the power to set fees for all services associated with the sewage treatment system, unless the topic is specifically covered by this chapter.
