(a) The Municipal Tree Commission shall have the authority to promulgate rules and regulations governing the planting, removal, pruning and bracing of trees on streets or other public areas of the Municipality and shall direct, regulate and control the planting, maintenance and removal of all trees growing now or hereafter in any public area of the Village.
(b) The Commission shall have the authority and jurisdiction to regulate the planting, maintenance and removal of trees on streets and other publicly owned property to insure safety or preserve the aesthetics of such public areas.
