No person, group of persons, firm or corporation shall plant or cause to be planted any tree, bush or shrub in or upon any street, alley, right of way or any other land owned by the Municipality except in accordance with a beautification plant to be approved by resolution of Council and placed on file with the Village Administrator or other responsible Village official.
