(a) It is hereby determined that weeds, grass and/or rank vegetation growing at a height of eight inches or higher after the first day of May of each year are hereby declared a public nuisance.
(b) Two weeks prior to the first day of May of each year, the Fiscal Officer shall publish this determination in a newspaper of general circulation and shall make demand that all property owners regularly cut the weeds, grass and rank vegetation upon their properties during the ensuing months of the year.
