(a) The Mayor shall provide applications for permits for garage sales. An application for a permit shall include the name of the applicant, who shall be a resident of the Village, the resident's address where the garage sale will be held, the telephone number of the resident and the date, hours and duration of the garage sale.
(b) After completion of the permit application, the Mayor, or whoever is designated by the Mayor, shall issue a permit to the applicant.
(c) This section shall not apply to any sale by a licensed auctioneer.
