351.15 ON-STREET PARKING ZONES.
   (a)   The following areas on the streets of the Village as designated in division (b) of this section are established and designated as on-street parking zones.
   The time limited for parking in individual parking spaces within such zones shall be three hours, Monday through Saturday, 9:00 a.m. to 5:00 p.m.
   (b)   The following areas on the streets of the Village shall be designated as on-street parking zones:
      (1)   Both sides of High Street from Maple Street to Main Street;
      (2)   The north side of High Street for a distance of 70 feet west of the intersection of Main and High Streets; and
      (3)   The south side of High Street for a distance of 190 feet east of the intersection of Maple and High Street.
   (c)   The Street, Light and Property Committee shall have the authority to designate certain parking spaces within the on-street parking zones set forth in division (b) of this section as 15 minute parking for a particular business between the hours of 5:00 p.m. and 9:00 p.m.
   The Village Administrator shall cause the appropriate signage to be erected designating the specific use and times for said space or spaces to provide notice to the general public.
   (d)   No person shall cause, allow or permit any vehicle registered in the name of or operated by such person or his or her agent to be parked beyond the period of the legal parking time or in violation of a specific use established for a particular parking spot in the on-street parking zones as herein described.
   (e)   Police officers shall attach to illegally parked vehicles a notice to the owner or operator thereof that such vehicle has been parked in violation of this section and instructing such owner or operator to report to the Mayor's Court in regard to such violation. Each such owner or operator may, within 48 hours of the time when such notice was attached to such vehicle, pay the dispatcher of the Police Department the sum of five dollars ($5.00) for each attached notice, or may, after the expiration of such 48 hours, but within 72 hours, pay to the dispatcher of the Police Department the sum of ten dollars ($10.00) for each such attached notice, the payment in either manner aforesaid to be effective as payment as a penalty for and in full satisfaction of such violation.
   The failure of such owner or operator to make such payment within 72 hours shall render such owner or operator subject to the penalties provided in division (e) of this section for violation of the provisions of this section.
   Any vehicle which remains parked in an individual parking space within the herein designated zones for a period of over 48 hours shall be considered a nuisance, and the vehicle shall be towed at the expense of the owner. In addition to the penalties provided in division (e) of this section, the owner shall be required to pay any ordinary and reasonable expenses of towing the vehicle before the same is released.
   (f)   Whoever violates any provision of this section, or aids or abets any such violation, shall be guilty of a minor misdemeanor and shall be fined not more than one hundred dollars ($100.00).
