343.15 INSPECTIONS.
   The Police Department is hereby authorized to inspect any bicycle found on any public highway, street, alley, sidewalk or other public thoroughfare to see that such bicycle is properly licensed and is in operating condition. Any bicycle which is found by the Police Department to be unlicensed, in unsafe operating condition, or which is illegally or improperly parked, may be impounded by the Police Department. When the name of such owner is ascertained, the owner of the bicycle shall be notified and the bicycle shall be returned to the owner upon payment of the license fee if applicable, and if unpaid, and a storage charge of fifty cents (50¢) per day while the bicycle is in police custody. In the event the owner of an impounded bicycle is unknown and unascertainable then the Police Department shall cause an advertisement describing the bicycle and the location at which it was obtained by the Police to be advertised for three weeks in the local paper. If no one claims the bicycle, the Police shall hold such bicycle for one year after which time it may be sold at public auction.
