(a) All bicycles shall be in good mechanical condition. To be in good mechanical condition, a bicycle must have a seat, handlebars which firmly control the steering of such bicycle, wheels which have a sufficient number of spokes adjusted in such manner or be of such other construction so as to make them of sound and sturdy construction, capable of carrying reasonable loads, brakes on the bicycle must be in good condition at all times and capable of stopping the bicycle in a reasonable distance.
(b) No person shall operate a bicycle within the Village unless the bicycle has a current bicycle license affixed to the rear of the bicycle, except that any person operating or possessing a bicycle which has affixed a current license from another state or municipality shall be exempt from licensing requirements contained herein. Bicycle licenses will be issued by the Chief of Police or a person designated by him or her. Persons issuing bicycle licenses shall inspect the bicycle to see that the above requirements in regard to the safety of the bicycles is complied with, and shall also determine that the applicant is the legal owner of the bicycle. The fee for licensing a bicycle shall be one dollar ($1.00). Records of all licenses issued shall be kept on a form prescribed by the Chief of Police showing pertinent information which shall include but not be limited to the make, model and serial number of the bicycle, the name and address of the owner of the bicycle, and the license number issued the bicycle. Bicycle licenses shall expire on March 31 of each year.
