No person shall park a bicycle upon a public street or thoroughfare unless in a designated parking area for vehicles or in a special bicycle parking area. Bicycles may not be parked on the sidewalk within the Village limits except on the sidewalks bordering High Street between Main Street and the B & O Railroad viaduct. On the area of High Street between Main Street and the B & O Railroad viaduct, the bicycles may be parked on the sidewalk but they shall be parked in such manner as to afford the least obstruction to pedestrian traffic.
