Notwithstanding the provisions of this chapter, Council may override any decision of the person designated by Council pursuant to Section 305.01 and may assume any of the powers delegated to such person, by a resolution adopted by a vote of a majority of the members duly elected thereto. Upon the adoption of any such resolution, the same may be changed only by an amending or repealing resolution adopted by Council.
