(a) There are hereby established the following positions within the Street, Water, Sewer and Garbage Departments:
(1) 1 water supervisor
(2) 1 sewer supervisor
(3) 1 street foreman
(4) 1 water foreman
(5) 3 laborers:
Grade I
Grade II
Grade III
(6) 3 part-time laborers
(7) 1 part-time garbage truck driver
(8) 1 utility clerk
(9) 1 part-time clerk
(b) The Village Administrator shall have the direct control of and shall oversee the employees listed in subsection (a) hereof, and he or she shall have the discretion to promote or demote any employee based upon his or her work history and performance. Duties of the various employees shall be generally described as follows. However, these descriptions are not intended to limit the responsibilities or duties of any position and are subject to change at the discretion of the Administrator and/or Council.
(1) Water Department supervisor. This individual shall oversee the complete operation of the water system from the source to the consumer and related tasks and responsibilities. Such individual shall also possess the required EPA operator's certification and shall maintain a valid driver's license issued by the State.
(2) Sewer supervisor. This individual shall oversee the complete operation of the waste water plant and system and related tasks and responsibilities. He or she shall also possess the required EPA certification and shall maintain a valid driver's license issued by the State.
(3) Street foreman. This individual shall oversee street work and repair, equipment usage and conditioning, and directly supervise all Grades I, II and III laborers, under the direction of the Administrator. In addition, this individual shall maintain a valid motor vehicle operator's license issued by the State.
(4) Water foreman. This individual shall perform and direct skilled work under the supervision of the Department supervisor and Administrator and shall perform tasks and duties related to the maintenance of water supply from the source to the consumer. This individual shall also maintain a valid driver's license issued by the State.

(5) Laborer III. This shall be considered a starting position for any laborer within the various departments under the direct control and supervision of the Administrator. Such individuals shall perform any labor or work in the Street, Water, Sewer and Garbage Departments as directed by the Administrator. This position will normally be maintained for at least a six-month period before any pay increases shall be considered. However, promotion prior to that time may be permitted based upon the previous experience and qualifications of any individual in this class.
(6) Laborer II. This position will normally be appropriate for laborers who have successfully completed six months of work for the Village. However, promotion to this position may be permitted based upon the qualifications and experience of any candidate prior to six months. The duties of this position shall be the same as for all other laborers and shall be at the direction and control of the Administrator. Promotion to Laborer I shall be made only at the recommendation of the Administrator.
(7) Laborer I. This person shall perform manual labor, some of a semi- skilled nature; operate Village motorized equipment; and perform related work in the Street, Water, Sewer and Garbage Departments. Such individuals shall possess a valid driver's license issued by the State.

(8) Part-time laborers. These individuals shall perform manual labor, some of a semi-skilled nature, and operate Village motorized equipment and possess a valid driver's license issued by the State. These individuals shall perform on a part-time basis, i.e., less than forty hours per week.
(9) Part-time garbage truck driver. This individual is responsible for the total care and maintenance of the Village garbage truck. This individual is also responsible for regular garbage pick-up and must possess a valid driver's license issued by the State. This individual will normally work less than a forty-hour work week.
(10) Utility clerk. This individual will perform routine typing and general clerical duties and related work as required. This individual must also have the capability of doing the billing for the Water, Sewer and Garbage Departments each month and must be bondable.
(11) Part-time clerk. This individual shall perform routine typing and general clerical duties at the request of the Administrator and/or Fiscal Officer within the Utility Department and Income Tax Department. This individual will normally work less than a forty- hour work week.
