(a) The following positions are hereby established within the Police Department, which shall be subject to the direct control of the Police Chief, who shall have the discretion to promote or demote any employee based upon that employee's work history and performance and further subject to the provisions contained in Ohio R.C. 737.19:
(1) One Lieutenant;
(2) One Sergeant;
(3) Three patrolmen, who shall be classified as either:
A. Class I; or
B. Class II;
(4) One full-time clerk;
(5) Three part-time patrolmen;
(6) One part-time dispatcher/clerk; and
(7) Auxiliary officers as determined by Council from time to time.
The rates of pay for such positions shall be determined from time to time by Council.
(b) The duties of the various employees in the Police Department shall be generally described as follows. However, these descriptions are not intended to limit the responsibilities or duties of any position and are subject to change at the discretion of the Police Chief and/or Council.
(1) Police Lieutenant. This individual shall be second in command in the Police Department and shall act as the head of the Department in the absence of the Chief. This individual must possess a valid driver's license issued by the State, must be certified in the use of firearms and weapons, and must have completed the required State or Federal police school courses.
(2) Police Sergeant. This individual will perform the responsible police duties in the enforcement of laws and ordinances and the protection of lives and property and is considered third in command in the Police Department. This individual must also maintain a valid driver's license issued by the State and have completed any required State or Federal police school courses.
(3) Police patrolman I. This individual shall enforce all laws and ordinances of the Village and perform related work. This individual shall also have completed at least one year of service with the Village as a police patrolman before being eligible for this position. In addition, this individual shall possess a valid driver's license issued by the State and have completed all required State or Federal police school courses.
(4) Police patrolman II. This individual shall enforce all laws and ordinances of the Village and perform related work. Generally, this position is established for a newly hired police patrolman, and any newly hired police patrolman shall remain in this category for at least one year before consideration of promotion. In addition, this individual must maintain a valid driver's license issued by the State and have completed all the necessary State and Federal police school courses.
(5) Clerk. This individual will be responsible or the clerical/record aspects of the Police Department. This individual will maintain the filing system of all police records, including case files, incident reports, traffic citations, bicycle license records, recording expenses of the Police Department, records requests and all related police clerical duties. Additional duties will be at the direction of the Chief of Police. This individual will also maintain records relating to the Mayor's Court, including the Mayor's Court docket, filing of Court papers, follow up on noncompliance actions, arrangements for commitments to jail, maintenance of records of money received for fines, costs and bonds, and disbursement to the appropriate persons. This individual will work a minimum of forty hours per week.
(6) Deputy clerk/parking control person. This individual will work under the direction of the Police Clerk and/or the Police Chief relating to the operation of the clerical and record aspects of the Police Department. This person will be called upon in the absence of the Clerk and will perform related clerical duties. Under the direction of the Police Chief, this person will also be responsible for parking control in the Business District, and will issue parking violations, maintain accurate records of all violations issued, including collections of fine money, disburse money received to the Village Fiscal Officer, follow up on noncompliance violations and take appropriate action. This individual will work a minimum of forty hours per week.
(7) Part-time patrolman. This individual will perform the same duties as required by a full-time police patrolman. However, this individual will normally work less than forty hours in a one-week period.
(8) Part-time dispatcher/clerk. This individual will monitor all incoming calls on the Police and Fire Department phones, dispatch police and firefighters to the scenes of complaints, crimes, accidents, fires and rescues and related duties. This individual will normally work less than forty hours in one week and must have a working knowledge of F.C.C. rules and regulations that govern radio operations of the Police Department units. In addition, this individual shall be responsible for the various bookkeeping records of all criminal complaints filed, including, but not limited to, preparation and follow through of the Mayor's Court criminal docket, arrest cards, case files, commitments for jail and all other records which from time to time may be required by the Police Chief and/or Mayor.
(9) Auxiliary officers.
A. Auxiliary officers without schooling will ride with a full-time police officer. Such officers may work crowd control, traffic detail and assist full-time officers in other matters as are assigned from time to time by the Village Chief of Police. These officers will successfully complete the basic police school within one year of their appointment. The cost of such schooling will be the responsibility of the auxiliary officer. Such individuals will not be paid for hours worked and will receive no other benefits as may be given to full or part-time officers or employees of the Village of Hicksville.
B. Auxiliary officers with law enforcement schooling will perform the same duties as required by a full-time police patrolman, but will not be paid for hours worked or receive any other benefits provided to full or part-time Village employees. These individuals will be required to work one eight-hour shift per month. the eight hours will be scheduled by the Chief of Police, the Lieutenant or the Sergeant. Such individuals may be called upon to work special detail crowd control or traffic, and, in an emergency, may be called as backup officers. Such individuals will come under the same policy and procedures as full-time officers within the Police Department.
