(a) There is hereby established a special revenue fund which shall be known as the Enforcement and Education Fund.
(b) The Enforcement and Education Fund shall be funded by a portion of the fines imposed by Ohio R.C. 4511.99(A) or substantially similar Municipal law.
(c) Funds from the Enforcement and Education Fund shall be used by the Police Department for the enforcement of the laws of the State and the Village relating to operating a motor vehicle while under the influence and for educating the public concerning the operation of motor vehicles while under the influence of alcohol, the dangers of operating a motor vehicle while under the influence of alcohol and other information relating to the operation of a motor vehicle and the consumption of alcoholic beverages.
